SHATEC is managed by Dr. Shakir Shatnawi, P.E. who is a former California Department of Transportation (Caltrans) civil engineer with extensive progressive and responsible engineering experience. Shakir retired from Caltrans at the level of Division Chief.
Shakir is a licensed professional engineer. His educational background consists of a Ph.D. in Civil Engineering with specialty in Transportation Engineering and a Master's degree in Civil Engineering with specialty in Construction Engineering and Management. He has about 30 years in professional experience in transportation engineering with the Federal Highway Administration’s Turner-Fairbank Highway Research Center, Caltrans, industry, university of Arkansas, California State University and National University. Key areas of technical expertise include Highway Engineering, Traffic Engineering and Pavement Engineering. Shakir has been a leading technical expert in Transportation Engineering. He provides technical consultation with various entities inside the United States and worldwide. Examples have included the following:
Shakir taught at California State University Transportation Facilities Design (CE147) which is a Senior level class and Highway Engineering (CE262) which is a Master's level class. Shakir has been providing training courses to professional engineers in various organizations and has taught statistics and operations research at National University for both graduate and undergraduate students. Shakir has worked extensively with legal entities and attorneys during litigation as an expert witness on a variety of cases. Examples have included the following:
