SHATEC is managed by Dr. Shakir Shatnawi, P.E. who is the former Caltrans State Pavement Engineer and has twenty five years of progressive and responsible engineering experience.
Shakir’s educational background consists of a Ph.D. in Pavement Engineering and a M.S. degree in Construction Management. He has over 25 years in professional experience in pavement and transportation engineering with the Federal Highway Administration’s Turner-Fairbank Highway Research Center, Caltrans, industry, university of Arkansas, California State University and National University. Key areas of technical expertise include flexible and rigid pavement, pavement design, rehabilitation, construction, preservation, pavement management, pavement materials, investigations, policy and planning.
Shakir has been a leading technical expert in pavements who envisioned the establishment of the California Pavement Preservation Center and the Pavement Recycling and Reclamation Center. He also established the California Pavement Preservation Task Group and was a founding member of the annual California Pavement Preservation Conference and the First International Pavement Preservation Conference. He championed and co-chaired the International Asphalt Rubber (AR2006) Conference. Shakir developed performance test methods, enhanced the QC/QA procedures, published many technical papers and reports, and introduced many innovative practices.
Shakir Shatnawi worked in various capacities at the California Department of Transportation (Caltrans) that culminated in being the State Pavement Engineer overseeing the Caltrans pavement program of over 50,000 lane-mile network. Shakir was the Chief of the Pavement Management Division, and was the approving authority over Caltrans pavement policies, standards, specifications and guidelines.
